Cloudflare is a network service that sits in front of a website: it answers DNS queries, serves cached pages from data centres close to the visitor, filters attack traffic and terminates TLS.
Because the entry plan costs nothing and setup is a DNS change, Cloudflare appears in front of every kind of site, from hobby blogs and brochure sites to SaaS products, publishers and large stores, so on its own the signature says little about budget. Combined with a commercial platform behind it or a high traffic rank, it points to an owner who takes uptime and security seriously.
